By co-developing the Agilisys EHCP tool, North Somerset Council has set a new standard for how local authorities can harness technology to enhance SEND services while keeping practitioners at the hear t of decision-making.

Faced with a 95% increase in EHCP demand between 2020 and 2023, North Somerset Council partnered with Agilisys to co-develop our GenAI powered Agilisys EHCP tool. This collaboration was grounded in real-world testing, with weekly input from frontline caseworkers to ensure the tool fit naturally into daily workflows and maintained high professional standards.

The result is a purpose-built system that reduces manual drafting time, standardises plan quality, and improves compliance with statutory deadlines. The tool has already driven measurable impact: higher-quality plans, better staff wellbeing due to reduced administrative load, and improved timeliness of support for children and families.

Crucially, the tool is not a replacement for professional judgement but a complement to it – preserving the role of caseworkers while enabling scale and precision. North Somerset Council is now rolling the tool out to all plan writers and exploring further AI-led enhancements.

Here is a short summary of the outcomes we have achieved from the co-development of EHCP Tool with North Somerset:

i. EHCP demand increased by 95% between 2020 and 2023 (from 221 to 432 plans per year)

ii. Reduced time spent on manual drafting, freeing caseworkers to focus on families and quality assurance

iii. Improved plan quality and consistency, through standardised structure and language

iv. Increased staff wellbeing, due to significant reduction in administrative burden

v. Earlier delivery of support and services, helping children access the right provision at the right time
